Government Vehicle Smog Checks

Approximately 450,000 government vehicles are operating in California. These vehicles require the same Smog Check inspection as privately-owned vehicles. However, the information entered into the analyzer differs. Below are some tips and procedures for testing government vehicles.

  • All government agencies are issued a unique BAR file number, also known as a fleet file number. This number is alphanumeric, with two letters followed by six numbers, and is required for the technician to perform the test. If the customer does not know their fleet file number, contact the BAR Fleets Unit at (916) 403-0313.
  • Federal vehicles are usually registered in Washington, D.C. Select the District of Columbia (DC) as the issuing state for the vehicle’s registration.
  • Some government license plate numbers exceed seven digits. Enter only the last seven digits into the analyzer.

BAR-OIS

  • When entering vehicle information, respond “Yes” to the question “Is this a Government Fleet, Business Fleet, or permanent Fleet Vehicle?”
  • Enter the fleet file number when prompted. A message will be displayed indicating no certificate will be issued. Select “OK.”

BAR-97 - OPUS

  • When entering vehicle information, select “Government Fleet Vehicle” from the vehicle type dropdown menu.
  • A message will be displayed indicating no certificate will be issued. Select “OK.”
  • Enter the fleet file number when prompted. The first letter (“G”) will be prepopulated on the screen.

BAR-97 - Worldwide

  • On the vehicle information screen, verify that the vehicle type is “G”. If not, answer “No” to the question “Are all entries correct?” Change the vehicle type entry to “G” and verify all other entries are correct.
  • On the following screen, select the correct vehicle type and enter the fleet file number in the appropriate field.
  • A message will be displayed indicating no certificate will be issued.
