Electronic Document and Consumer Authorization

On September 13, 2018, the Bureau of Automotive Repair (BAR) adopted regulations to allow for electronic estimates and authorizations in automotive repair transactions between automotive repair dealers (ARDs) and consumers. The regulations also clarify current language and reorganize estimate, work order, and invoice provisions to more closely align with real-world automotive repair transactions. ARDs are required to link all documents associated with a specific repair transaction, including consumer authorization, by using a unique identifier, such as a repair order number. All parts listed in an estimate also shall now be considered new unless specifically identified as a “used, rebuilt, or reconditioned part.” Also, each new replacement crash part listed in an estimate shall be considered an Original Equipment Manufacturer (OEM) crash part unless specifically identified as a non-OEM aftermarket crash part.

An updated Write It Right: A Guide for Automotive Repair Dealers is available to assist ARDs. The newest edition includes the following updates:

  • Definitions—A new section featuring definitions for key documentation and authorization elements.
  • Electronic communication—Learn about the option to use electronic technology (i.e., emails, texts, etc.) to communicate with customers about automotive repair transactions.
  • New requirements—Information about requirements for preventative maintenance services and windshield installation.
  • Improved format—An enhanced question and answer format organized to follow the order of a transaction and the applicable regulations.
  • New look—A redesigned cover, new layout, and sample documents.
